Depending on the quantity you need and the purpose, you could use regular acrylic/poster paint and mix latex glue through it to get the same properties as latex paint. As I say, ite depends on what you're going to use it for and if you need it to be very high quality - in particular, if you need it to be opaque and washable.

I should have explained in my post what it is for really. Its for a holloween costume. I just need a paint that will go onto clothes ie a jacket, trousers and wellies and plastic like a helmet and gun. The reason i was looking for latex paint was because the person who did it before said he used standard paint and it just washed off as soon as he went out in it?

Standard paint would just wash out again, unless it had been left at least a few days to dry. Paint mixed with fabric glue would last longer. Latex paint/glue stays flexible, which is why it's good for fabric. Other paints can make the fabric stiff (as well as washing out quickly).
Dye will only work on natural fabrics.
Fabric paint would be best, of course, but tends to come in small bottles and could work out expensive for an all over costume. Spray paint may be an option, if you don't mind the smell. I was just chatting to someone yesterday who said she did a great costume last year which she had sprayed with car paint and it lasted very well - but the floor got a fair amount of the colour too, so be sure you do it outside!
Fabric spray paint would be a good option, but a bit more specialised so may be more difficult to find.

Only thing about spray paint is that i have to be able to paint my hand and face aswell so don't know how safe that would be. thats why i thought latex paint would be ok on my hands and face, my sister said it would come off easily enough with baby oil?

Yep, latex paint should come off skin easily enough.
But why not use face paint for your face and hands and spray paint for the clothes, etc.?
