How is copyright law enforced in Ireland

I have heard that Eircom are required to ban people from using their service if they download/upload illegally. In America a woman had to pay 80000 dollars in damages per song she uploaded onto the internet. Anyone know what the law is on downloading/uploading copyrighted material and if that law is enforced?
