Drilling Front Fork - Where and How - Any Advice?

I have an old steel frame for fixie/ss duty.

The front fork is drilled for an old school nut and bolt style brake. I have a modern long reach shimano brake for it but the recessed allen bolt won't fit so I need to drill the hole at the back and leave it as is at the front.

    I don't have a drill.

Is Rothar the sort of place I could go to do this?

    Thanks
