Skype ringing irish number abroad

If rinning an irish phone when the person is abroad on Skype is it the same as using a landline eg. +353861234567 or is there a different way to dial with skype Thanks

As far as I am aware, you have to use the country code when using SkypeOut. But always check the Skype forums for any questions like this.
