I just got a new laptop today and there are loads of preloaded programs already on it. I was wondering if it safe enough to uninstall all that stuff? I must have about 20 different programs from toshiba and im just curious if its ok to go and get rid of this or should i just leave it be.

Most of it will be fine to remove. It may remove certain functionality like the drop down screen that appears when you press the FN key. Just google anything before you uninstall it to see what it does.
