Wife finished PAYE employment in Sept 09. Then on Social Welfare, then set up business in Dec 09 making loss of 34. She wants to pay voluntary contribution for PRSI to save her pension.

How much will she pay. Oh her employment Jan to Sept was 28k

I'd suggest you download the application form and send it in asap. If her last contribution/credit was in 2009, I think she has to apply before the end of this year. They will send a letter telling her whether or not she satisfies the conditions and how much it will cost, then she can decide if she wants to pay it.
