I have had two (or three) provisional licences but I never learned to drive. What can I do now? My theory test has lapsed, so I assume I'll have to do that again, which is not a problem. What can I do about learning to drive tho'? I cannot do the driving test, I'd probably kill the inspector. So can I get a provisional again to learn? Help - I rang a driving school but they were no help at all.

You can't sit the test without a licence. If your last provisional licence expired less then 5 years ago, renew it (You don't need the theory test cert. for this). If it more then 5 years and a recent theory test has expired, you need to start again. Once you get a provisional licence / learner permit (same thing), learn to drive. But remember not to bother with the driving school that was no help when you rang them recently.
