When turning right into a road, if there are cars parked on my side of the road a couple a car lengths away, amI allowed to cut the corner to take the line away from the parked cars?

Yes, if you are sure that the road is clear. Don't just end up in the middle of the road without a clear idea of what is approaching you. Remember, the obstruction is on your side so oncoming cars have right of way.

A better approach might be to turn as normal, and wait behind the cars until there is a gap in oncoming traffic, then move out and overtake.

Move out if safe. If you can, move back in. If it is not practical to get back in, stay out. Don't 'cut the corner'. Arrive on the new road in the correct position.

If the cars are on the new road, you may need to arrive on the new road 'a doors width' from the from the first car.

Imo, this is the best practise. Get around the corner correctly and then deal with the obstruction.

That's not correct. If you're turning right from a major to a minor road and there's a car parked close to the corner on your side, you can't turn in the normal position then swing out around the parked car. Do this on your test and you'll be marked for reaction to hazard.

In the above scenario you don't cut the corner, but you turn a little earlier than normal making sure that you're not obstructing any traffic coming out of the side road.

    Go to this page http://www.drivingtesttips.ie/Irish-Driving-Test-Video-Tutorials.php

Press on the video "How to Steer and Change Gear". You will see that when he is turning right there are parked cars on the left of the 'new' road. He anticipates this as he is turning right but doesn't stay too far out in the middle of the road so as to oppose the flow of oncoming traffic.
