eBay deliveries to US address with PayPal payment

    I'm going to be in the US next week and wanted to get a laptop delivered to the hotel I'm staying at.

    It seems that PayPal doesn't let you set an address in the US, even when I tried to setup a Gift Address it automatically set the country to Ireland and didn't let me change it.

    When I tried adding a new address on the eBay side instead, it also gave an error, saying something like my address didn't match postal records.

    Is this really their policy and, if so, what's the problem they're trying to solve? There are plenty of scenarios in which someone from outside the US will be in the US and looking to make a purchase without having to have a credit card with a US address, so it was surprising to find these restrictions, though maybe I'm missing something.

    I emailed the seller asking if he knew how to set it up and if he could ship to the address I specified. He responded that he could do that if I paid via Western Union or Bank deposit - no chance I'd do either so I guess I'll look elsewhere but it would be good to get an understanding of the eBay/PayPal policy. Thanks.

    Most of these scenarios would scream scammer or stolen account. Delivering to an address that is in a different country to the registered account holder, and to a hotel at that, is something that practically no business would do. Paypal don't allow it because it would cause so much hardship for them to have to clean up.
