I bought a Luas Smart Card yesterday. The cost was E10 but it had E3 credit on it. Why is it so expensive just for the card?

Hmmmm...because the cost of the Integrated Ticketing Implimentation Project is €36 Million and rising.....Oops sorry I must correct that....€35,999,993...Thank you Sitstill for your contribution...keep it coming !!! :)

    From here:
"You purchase the card for €10. The card costs €3 and contains €7 Credit. This Travel Credit is split into €3 Travel Credit for normal use and €4 Reserve Credit, which allows you to complete one last journey before TOPPING UP. "

As per that page, the system works in such a way that when you tag on, it deducts the maximum fare from your balance and when you tag off it calculates the correct fare and credits the balance back to your account. Hence the requirement to have a reserve balance.

Not sure why it's €4 though as the maximum single fare I can see if €2.70, but maybe it's to factor in future price increases or the like?
