Retention fee for shop front alteration

Am I right in thinking the fee is €240 for retention of alteration to a shop front. In our case, the alteration is the provision of a metal shutter at the entrance.

"€240 for each building, or €10.80 for each
square metre of gross floor space to be
provided, whichever is the greater."

Unless the shutter increases floor area above 22sq.m then e240 applies
