Basicly im building a website for a friend of mines youth club,as part of the site i need to have the ability to let kids register for there place online and charge the registration fee!

does anyone have any idea how the best way to do this would be?

Do you need to automatically do the charge, or can you get cash or c/c details in person on the day?

You have two choices - either build a custom app to do exactly what you want or alternatively use something like EventElephant.com to do it for you.

If your not a very experienced web develeoper then Id stay away from developing the custom app

Maybe the PayPal API Subscriptions plugin might work.

You should have a thorough search through the plugin directory.

Sounds like the easiest solution for this is PayPal website payments standard. There is a commission but it takes the hassle out of having to process CC payments. This will work with whatever solution you go with, not just Wordpress.
