    Saw this on sky news apparently there's no laws governing mobility scooters in uk so he's not breaking any laws:
    Because mobility scooters are not classed as a 'motor vehicle', legislation such as the unsafe carriage of goods or driving without reasonable consideration does not apply

    ...However even though the they are claiming the guy to took the video footage was a passenger:
    The escapade was filmed and posted on YouTube by Gary McKenna who caught the action on his mobile while travelling behind as a car passenger.

    Looks to me like the driver was holding the camera while driving, for shame!!
