If I rent a movie from iTunes using my phone is there a way off playing it on my tv? If so does it fill the whole screen and is quality good?

Rented movies can only be played on the device they were rented on. Purchased movies can be synced anywhere.

but if you have a cable that will connect your phone to your tv it might work that way as your not transporting it onto another item

You can play movies or any videos on your tv. Just get a cable. Look on apple store. There are a couple of types. I have a component one. The picture fills the screen and quality is very good.
