First shows a pensioner hauling a carpet on his mobility scooter taking up the full width of a public road, the second one is the idiot filiming it on his mobile phone while driving. I hope the cops nab both of them.

Are there rules against drivers using a camera while driving? Or would it need be shown that they were driving dangerously
