leaky gutter

    Ok, I hope ive worded this right!!

    Our neighbours gutter is blocked and in heavy rain all the water comes straight into our garage causing damage. We have tried asking them many times to clean out their gutter but them simply ignore the request or shut the doors in our faces!!

    Would a person be in a position to 'force' them to clean the gutter and pay for the long term damage that has been caused?
