    i'm familiar with the standards(IS 3217/3218:2009) and the design,commisioning side of the work

    who is in charge of enforcement on existing premises?

    is it down to the guys certifying it every year and the fire officer to enforce remedial work?

    what is the sparkies responsibilty and is it totally outside the 'remit' of the etci

    The fire officer is meant to enforce it,but rarely does.The maintenance company can only recommend remedial work,which never happens,until the fire officer forces the owner.
    As a competent person you are allowed to work on these systems.How you prove competency is another issue.I would imagine a qualified electrician with knowledge of is3218.3217 and an understanding of specific product operating manuals would be enough to prove competency.
