Does anyone know of a recent change to law whereby toilets in supermarkets cannot be locked forcing people to have to ask for key. I am sure I heard this on radio but cannot find it

Dont know about that, but the reason they starting locking them was due to shop lifters. Thats why most new designs have the toilets outside the store.
