VAT - you only pay VAT and can charge VAT if you are registered for VAT. If you're not registered - then no is the short answer. The revenue have some good guidelines on VAT [1]

What to sell - visit some of the popular sales around your area or even around the country. See what's being sold, what appears popular and what isn't. Is someone having apparent success in one sale but no one is filling that niche in another? Speak to people - ask them why would you go to a car boot sale (to get cheap clothes / antiques / electronics) and tailor your stall to suit. You will also need to check out a casual traders license [2] unless there's some other arrangement that covers car boot sales but afaik there is now.

Good luck and let us know how you get on!
