    Is there a law that governs when a town qualifies to have an elected town council? Always thought it was strange that some towns have elected town councils as part of local elections while others just have community councils elected by a show of hands at a public meeting.

    I would assume the The Local Government Act, 2001.

    Town Councils are successors to Urban District Councils which were formed under mid 19th Century legislation.

    County Councils are successors to Grand Juries ( in effect local landlord clubs ) which were formed under legislation in 1898.

    Powers that be have indicated that they want to phase out Town Councils which is a pity. It is an advantage for a town to have an effective TC.

    However gradually their functions are being taken over by County Councils.
