Electric Storage Please Help

    Ok, i live in a rented apartment that has Electric Storage Heaters, and i cannot figure them out at all, and my Landlord hasnt a clue either.
    Ive figured out that at night my output needs to be low and my input high, but im not getting any heat.
    On my fuse box i have 2 switches that say day and night with -2 -4 +2 and +4 on them.
    Now (daytime) the green light is on for the day one. I looked at the box this morning at 6am, and the day one was green, and the night was flashing red.
    Does this mean my heaters are charging at night, or has something gone wrong with the timer?
