    To help meet goal of Universal 30Mbps Broadband by 2013 the Eu proposes the Digital Dividend MUST be complete by January 2013.
    The European Commission has proposed requiring member countries to sell off TV frequencies by 2013, and allow wireless broadband elsewhere by 2012.

    Also
    Those countries, and everyone else, will have to deregulate 900MHz and 1800MHz and sell off 2.6GHz and 3.5GHz by 2012.

    3.5GHz/3.6GHz (Imagine, Eircom and others) is licensed only as circles in Ireland, apart from Eircom's national Licence which is under used.

    2.5GHz/2.6GHz is Eircom's almost unused national licence and UPC MMDS.

    900MHz and 1800MHz are GSM/GPRS/EDGE Mobile Phone and Data.

    With de-regulation or Light regulation Operators will only deploy Mobile / Nomadic solutions which have 1/8th capacity of true Fixed Wireless as it saves about €250 per install. No subscriber installation workforce.

    It's not that much difference if LTE, Fixed WiMax, Mobile Wimax or WiDox/DOCSIS used for "Fixed Wireless". The extra capacity is dramatic reduction of inter-cell/sector interference and only good signals due to ONLY using directional outdoor aerials on the entire network. Mobile/nomadic (dongles/Indoor aerials even if some outdoor used) also means both polarisations are used for same sector. Fixed uses single polarisation helping isolation between sectors/cells more and increasing capacity.
