    Why is the number +353 always in front of new mobile phone number when you receive a text?

    It's the international dialing code for Ireland and either your network or theirs has chosen to add it as part of their ID system.

    Actually, is there a network that doesn't?

    Message centre numbers are always in international format, so they can be delivered internationally. Phone calls are always local, and the HLR/MSC recognises calls. They dont recognise texts in the same way.
