External phone line wiring- who is responsible?

Hi guys, here is my situation: I am currently renting a property and initially went with UPC for broadband. The was a UPC cable box already installed inside and it was only a matter of hooking up a router.

However, I'm not happy with the speeds(high contention area) and am planning to switch to Magnet's DSL service, which I've had good experiences with in the past. However, I have discovered that the house does not seem to be connected- the line from the white eircom jack inside runs through a vent and ends abruptly a couple of inches outside. There is another wire hanging from the wiring attached to the brickwork(terraced house), which I assume is the connection to the phone network. Both wires are stripped at the end and are definitely phone line cable.

My question is, who do I get to look at this? Can I just splice the wires together myself, or do I need to get Eircom in? Seeing as Magnet is selling me a leased line(i.e. not resold Eircom), is it their responsibility? Any thoughts would be greatly appreciated.

Only eircom can make a line connection.

If he's getting a leased line, would that not all be done through Magnet?

OP, I'd check with Magnet, failing that, Eircom.

Magnet can connect, but can't install a line. This line appears to have been cut out, and will need to be reinstalled.

eircom own everything up to and including the NTU (the beige connector box) and only they can work on their part of the line.

    There is no Kingston-on-hull here.

Under the new arrangements would you not need to order the line through Magent? Otherwise will you not be in a contract with Eircom?

through a "vent" , jeez. sounds like too much of a cowboy job for eircom.

while eircom will install a completely new line free if you go with them I am not sure if that offer applies to a completely new line ordered through Magnet.

We have dealt with quite a few of these, it really depends on how the wiring is set up and the connections along the line. Would you like to PM me and I can look into the details?

It would be best to leave Magnet handle everything, starting with the line order.
