Question about novice/intermediate eligibility (again)

I know this has been covered before but searching through other threads I can't find definitive answers. Can anybody direct me toward the eligibility criteria for novice and intermediate xc for Dublin and Leinster. I think I probably need to contact the Dublin competition secretary but if anybody knows for sure please let me know.

Does the dublin team selection paragraph in that PDF make any sense to anybody?. Would the dublin team for the leinster novice not be the first 8 across the line?

You will have runners excluded from the Dublin novice but eligible at Leinster level. Example finished top 3 in the Dublin Novice in 09, but finished down the field in the Leinster and not on a winning team.
