Has anyone here had any experience of obtaining a green card from Quinn direct for driving in Europe?

Where are you heading, that you need a green card?
Anywhere within EU greencard is not required.

Completely separate thing, is for how long they will give you full comprehensive cover for driving abroad.
Usually it's something between 1 to 3 months. Anything longer you have to pay longer.
Of course it depends of insurance company. Some of them offer free unlimited cover for driving abroad.

One thing is sure - whatever you insurance company will offer you, your third party cover (the obligatory one) is valid within Europe, for all the time your policy is valid.

I am driving to Bulgaria. I have been advised that a green card is needed.

The big problem is Serbia as it seems that no insurance from abroad is valid there and you have to buy their insurance at the border for €100 a month.

I don't have comprehensive so I don't care about that.

In Bulgaria green card is not needed.
In Serbia it obviously is, as Serbia is not a part of EU.
Anyway, your Irish insurance is perfectly fine in Serbia.
I don't know where you got that information about buying separate insurance on the border.

In this case, just get a green card from quinn. I think they are providing it for free.

Hopefully it is that simple. When I was with RSA they refused point blank to give me a green card.
