OWA is a part of Microsoft Exchange Server. Exchange server is a corporate email server and not something most people would use in a domestic environment. In older versions OWA was an addon to Exchange. The later versions have it intergrated and ready to go out of the box. You can't have OWA without a backend Exchange server somewhere.
