Tuition Fees?

So, I did 2 years of another course and had to drop out. I started another course and I'm going into my 3rd year now, so when I go to register they're asking me for the full wack of fees again. I was told that for my 3rd year I wouldn't have to pay tuition fees, is this not the case or is there a bug with registration?…
