If it's in relation to a payment it's probably Paypal you should be after.

Through my own research I have discovered that Paypal is not regulated in Ireland whatsoever. The main base is in Luxembourg I believe so it's probably that country who regulates them.

I can't speak for ebay but I imagine they are the same.

Not everything on eBay is paid through paypal - There are a few other payment methods , ie cheque , postal order , cash , credit card , escrow .

Do Paypal cover these type of disputes/ refunds as well ?

Its a dispute gone wrong- ebay fecked things up.
In short the seller never sent the item- I opened a dispute, they decided in the sellers favour without checking out the tracking number he provided - it was for an item sent to a different address and sent and received before id even ordered!! Ebay agreed to refund me on aug 24th but not a penny have I gotten.

Every time I call (which is costing me a fortune calling customer services in England) they give me a different story.

The latest is that they are waiting for "a higher dept to let them know when the refund will be processed" they cannot transfer me to the " higher department" as they dont have the number!

The Higher department it turns out is the escalation centre in Dublin (which is unlisted).

    GRRRRRRRRRRRRRRR -

    Its a joke

No. How would Paypal be responsible for a cheque?

eBay have nothing to do with the payments, so why are you even contacting them. If you paid with Paypal, then that's where you need to be. If you didn't, then no one can or will help you.

What do you think? I was only offering the OP some helpful advice. If he paid by cheque, cash etc he wont have any comeback anyway.

    Thanks all

I paid via paypal- item wasnt sent- I opened a dispute with ebay as the seller claimed it was lost. Seller offered a refund, but I never received it and he stopped contacting me-- I then opened a dispute with Paypal who promptly closed the case as I had a case open with ebay!!

I escalated the ebay case- they failed to check the tracking numbers- admitted they were wrong and have told me that they have granted me a refund.

Just which decade I will receive it is all that remains in question.

Max - You helpful advice is always welcome , .-

As an eBay seller and Paypal member - my own opinion , is that every package needs to be sent by registered post . Tracking is so important nowadays .

There are buyers out there that will try anything in order to receive a refund , and I have caught out two of them in recent days .

And BTW - This weekend is FREE listings on eBay.ie auction format -
