Wall and loft insulation improvements?

My sister-in-law has gone the SEI grant route to get cavity wall insulation and improved loft insulation done. My wife thought it sounded like a good idea, but I'm not so sure.

Both of our houses are just under 10 years old, have poly block insulation in wall cavities and 4 inches of loft insulation. A contractor has quoted for injecting cavity wall insulation (expanding foam?) and increasing loft insulation to 12 inches thick. Almost half the cost would be met by the SEI grants for this work (€400 + €250).

But is it necessary? How much better will the cavity wall insulation be on top of the ploy block stuff already in there? Do we need 3x the thickness of the 4-in loft insulation we already have?

There is after all a fair bit of headache in getting the work done - numerous holes in the outside wall for injection, and I don't even want to think about having to clear the tons of clobber in the loft in order for any work to be done up there...
