i'm not sure if this is the right place to post this, but can anyone tell me if it is possible to make an mp3 audio clip which was downloaded louder than it currently is when played at full volume

Adobe audition Would do the trick, but don't know if there's a free version around anywhere. Used to be cooledit about 8 years ago, maybe try finding that?
