Why do road signs not consistantly have their "L" or "R" reference?

just something I noticed on a cycle yesterday in Wicklow. Some signs indicated the L and R number and then other junctions didnt. Not a huge problem if you are in a car but on a bike it is a bit of a pain trying to guess if you are still on the road you thought you were. The other oddity I noticed was that from Roundwood there was a sign for Ashford (where I wanted to go) but then the later signs only pointed Wicklow, again doubt begins to creep in If I'm on the right road.

Am I expecting too much? my thought on the bike was that the road signs should be laid out by people not familiar with the area and they must walk or cycle the route first :D

Laziness and cost. I estimate there may be 100,000 junctions in the country and at a few thousand a go it adds up.

Also, buy a map and or a GPS-type device. :)
