My 1994 import Starlet failed on emissions, low idle .70 (it's burning oil) I have replaced the 02 sensor and the cat, are emission tests only on fuel emissions, or is the oil burning part of the emissions?

It appears your Co reading has exceeded the limit of 0.5%. High CO readings are caused by too much fuel. first check is the airfilter and clean the throttle butterfly. its only slightly outside the limit so a small improvement might be enough to get it back within limits. A new set of plugs also would help as if its burning oil the plugs can "ash up". many people recommend a good hard run just before the test but if your engine is in poor condition this might be counter productive in your case especially if the oil consumption is being caused by worn pistons/cylinders. In this case a long gentle run under 2500rpm will help to burn off any oil deposits rather than making them worse.
