Combiner

I have a small UHF aerial and dish outside, combined onto a single run of cable then split at the other end using two Kong combiner/splitters.

When I have only the "TV" leg screwed in at the splitter end I get a solid 66% quality but weak enough strength. When I screw the satellite cable into the power pass leg the DTT quality level drops to 30%.

Is this a case of cheap combiner/splitter. Or will the signals always degrade when combined? The satellite quality level has not changed from what it was before I used the combiner and splitter.
