    I know some of the old Civilisation games allowed you to play as Ireland, I can't remember which one though.

    The Civilisation 4 expansions let you play as the Celts (it's as close as you might get).

    Medieval Total war with mods, cant remember which one.
    Europa Universalis, you can play as any of the provinces, highly recommended.

    You can play as Ireland in one of the Kingdoms campaigns (expansion for MIITW). And yeah, there is a mod which allows you to play a MIITW campaign (albeit on a larger map) with all the factions from MIITW and all four Kingdoms campaigns (including Ireland). Kingdoms Grand Campaign Mod. Note that you need the Kingdoms expansion as well as Medieval II to play this (and other brilliant) mods.

    The Civ 4 thing is pretty cool. Ok, so they're officially the Celtic faction, and you have to rename all their default cities when founding them if you want Irish cities, but the military units reply to you in Irish when you issue them orders. I remember thinking that was so awesome first time I played Civ 4.

    Hearts of Iron 1,2&3 there was a cheat or editor for HOI2 where you could upgrade any countries arsenal or technology, I did it twice with Ireland, 1st time around I gave them everything & conquered the world lol

    2nd time around I just tweaked them a bit to give them a fighting chance ended up in control of the allies but that was more to do with a gameplay bug than anything else

    Haven't played them in HOI3 yet

    EU3 lets you play as 1 of the 4 provinces & gives you the mission to unify Ireland, but as always those pesky english have other ideas :)

    Medieval Total War I: The Viking invasion expansion lets you play as Ireland in all scenarios great game if you like Braveheart-esque epic battles

    And a lot of the early CIV games had an Irish faction that could be added via a mod.

    Also a long time ago I remember playing a Dublin scenarion in one of the SimCity games

    Civilization 3's expansion pack Play the World allowed you to use a map editor that allowed you to create any faction you wanted. I used to create a map very similar to our own world and added the Irish faction so that I could play as them.

    Was really cool, I renamed the Guerrilla Fighter for the Irish faction the Irish freedom fighter and made it Ireland's special unit. Also named hero units after old Irish historical figures like Mick Collins, the 1916 leaders and even Wolfe Tone , lol

    Hearts of Iron 2 is good, can play as Ireland in that but they're fairly weak, has the members of government listed too, and can switch to the opposition too. Can play as any of the 4/5 (think Meath might be there too) provinces in Europa Universalis 3 and unite the country, might possibly be already united at one stage during rebellions if you pick the right year, can't remember fully though. Remember having Wales and Cornwall as vassals before :)
    Can save the game too and pick up again as any country aswell, so could conquer Ireland with England, then release Ireland as a free country, save and start as Ireland, not as fun though

    In Civ 3 the Celts were pretty much the Irish. Had the Gaelic Warrior as their special unit too.

    Although you cannot play Ireland In R.U.S.E., which is IIWW based rts, an interesting thing is a skirmish map, that includes few Irish cities like Tipperary, Cashel and Clonmel. I'm not aware of any IIWW battles on Irish soil (know about the bombings tho) but I know there was a german operation called Operation Green that initially assumed invasion of Ireland but eventually ended up as a deception to mislead Brits towards western shores. R.U.S.E. is a RTS game with a strong focus on deceptions. I wonder if there's a link there :)

    The Emerald your thinking of could have been the American plan to invade Britain and its empire, Ireland was referred to as Emerald.

    And de Valera did more bad than good in my opinion.

    Arsenal of Democracy, a kind of upgraded version of Hearts of Iron 2, is going for €6.00 on gamersgate.com at the moment, you can play as Ireland. I prefer it to Hearts of Iron 3 which is still a bit buggy.

    In company of heroes if you play as the brits there's usually someone in your infantry called 'duffy' who the other infantry slag, 'duffy' tends to smoke cigarette's near petrol stores and talks constantly to the point where other infantry tell him to 'stfu you stupid mick'
