Is there a certain speed over which it is not possible to engage the electric parking brake in most cars? It's just I'm always afraid a child might just flick the switch and it would engage the handbrake?

I've tried it at about 10km/h on a Passat. It goes on and you get a bit of a slow down, but it just disengages again.

Wouldn't recommend it, but it's not going to lock the wheels for more than a split second before it disengages and you'll be fine.

On the new avensis you have to push and hold the button for it to engage, the passet switch is located on the right side of the steering, so if your driving your the only person near it, not sure how it works on the landrover discovery.

In modern Land Rovers (e.g. Discovery 3, 4, Range Rover) pulling the switch normally does nothing when moving over about 5MPH.
If you pull and hold the switch after about 2 seconds the vehicle will perform an emergency stop using conventional ABS brakes (the same as putting your foot on the normal brake pedal), and then engage the park brake when it comes to a complete stop. At any point during the deceleration if you take your hand off the switch the brakes will release and at no point when moving at speed will it engage the park brake or in any way inhibit your ability to control the vehicle.

On passat/Audis for example, it will just beep, give you a little jolt & then nothing more unless you keep it pressed. In that case, it will act as an emergency brake & it will engage all 4 wheel brakes.
