How does the offer of places work?

Just wondering can anyone shed some light on how the offer of places works. Whenever the freeze ends how are the offer of places decided. Assuming the first intake is 80 people would it be those with a merit number 1-80. I am assuming it would be maybe two people with a merit between 1-10 and then two people with a merit between 11-20 and so. Guess I am really asking is it possible for a person with a higher merit number to be in the first intake (whenever that is) and a person with a much lower merit number be in a much later intake.

it can happen......it all depends on that big V word. But generally speaking 1 gets the call before 2 and so on

As Gazza has said Vetting is the key to it - there are numerous instances of people with merit scores much lower getting in ahead of others with higher scores and it's all because their vetting cleared before the higher scorers.

thats right, if you look back through the pages you'll see people getting the call with merit placing in the 700's,just a few like from what i can remember, i'm still here from last year, last year merit score 150 -160, vetting not cleared, this year, 20 -30 vetting forms away 7weeks ago. potentially i and others like me have missed out because vetting is taking longer. lets have a thaw! and get back to intaking!!!

Question, if your vetting from last year clears, can it or will it be attached to this year campaign?

im pretty sure if you're from c15 and youre vetting is still waiting to be cleared and you're merit score is good enough they'll of saved you a place.open to correction but pretty sure that's right, so the freeze wont effect you from c15 if that is the case. hear hear for the thaw tho!
