Are the number of staff needed proportional to attendance or capacity

    Hey

    does anybody know if the number of staff needed is proportional to attendance or capacity?

    Ie if I had a capacity of 7000 and only expected a crowd of 5000 should i base my numbers of staff on the 7000 (ground capacity) or the 5000 (expected attendance) figure?

    was hoping to cut back a bit for cup games...try to max the cash (times are tough!!- need any money i can get!!)
