    17th December.
Apply around October and say you are unavailable until 17th December.

Earliest you can sit your test is 6 months after they issue your permit.
(They were 6 weeks delayed issuing mine, so I had to wait the extra 6 weeks after I passed my theory to do it).

i applied straight away on recieving the learner permit, told them i couldn't sit test until 'X' date due to the minimum 6 months, date given was about 2 or 3 weeks after the 6 months were up.

Only issue i had was the original date given was within a few weeks of applying, called them up, told them i need to wait 6 months, gave them the earlist date i could sit, no problem they said, we'll send you a new date nearer the time.
