In 1940, Belgium was invaded by Germany for the second time, in order to circumvent the Maginot Line. Kaiser Wilhelm II did not respect Belgian neutrality. How were the Belgians stupid enough to believe that Hitler would not act differently?

I don't think the Belgians ever were willing to bet their country that the Germans were going to respect the neutrality. They sortof surrepticiously worked with the French and the British Expeditionary Force. However, just on the off-chance that the Germans weren't going to violate the neutrality, the BEF maintained their position on the French border with Belgium until the Germans attacked.

Also bear in mind that one of the reasons the Maginot line wasn't extended on towards the channel was that it would have been preceived that the French would have pushed the Belgiums towards the Germans as they would basicly abondon her to whatever force came her way. Anyway it was far cheaper to use her as a buffer than build a fortress an extra 100km.
