If a person was to fill in the details of a form and then sign such form declaring the form to be correct, would it be illegal for a third party to then go and change the details of the form without seeking out the permission or discussion with original form filler?

What type of form was this?

    Why?

I filled out a form, signed it to say all details were correct, and the person processing it made changes to the document and then signed and submitted the document. Surely there is a legal issue here...

My bad - I read it as you asking if it was alright for you to change the form after someone else had signed it.
