eligible for upgrade - what mobile should i bump up to?

hello.

i'm eligible for an upgrade from my Samsung Tocco from vodafone.
it's been a fine phone, not earth-shattering but one of the first touch-screens widly available.
call quality has deteriorated on it, it was never great.
browsing the web is a chore and i don't do it as a result.
i'm not brand loyal to any one particular maker.

i'm looking for advice on what phone i should upgrade to, i hope ye can give me an idea.

Things i want:

WiFi
Good call quality
Bluetooth

Thing that aren't crucial:

Camera
Music Player
Apps
GPS

Form factor:

I don't really mind, once it's well-built and solid. (if it's to be touchscreen, i don't want resistive)

Operator:

I'm pretty loyal to Vodafone (Bill Pay) and don't want to spend more than €35 per month (and €150 upgrade fee).
