Does anyone out there have experience or know whats involved to registering as a musician in Ireland. Can you answer any of the following?

    1. can non-professional musicians (i.e part time) register?
    2. is there an official place to register in Ireland?
    3. how much does it cost?
    4. by registering as a musician are you effectively setting yourself up as a sole trader?

any help or recommended websites on the subject, greatly appreciated.

What exactly do you mean by registering as a musician?

Artists/Musicians don't really go down as sole traders as the arts have their own set of rules as regards to taxation, working hours and rights in the workplace so it's a completely different setup.
You wouldn't have to worry about filling in the part of forms that say "are you/were you ever the director of a company" or any of that if you're worried about that.

You can join Imro for royalties and what not, check out http://www.imro.ie/
A few ways into Imro, your material needs to get airplay and a form signed from the producer of whatever TV/Radio show plays it, and/or you need venues to fill a similar form to show you are publicly performing your own original music, won't get anything form covers.
All the details are on the site above.

You can also join the musicians union for regulated pay and condiitons. http://www.siptu.ie/musicians/

If you are not currently earning from music or just doing the odd paid gig, cover band thing or the rare paid session I wouldn't worry going through the process though.
The benefits with the MU are worth it for the likes of orchestra musicians and professional session guys but for the once in a while guys I wouldn't go for it.
The only benefit would be so you can call yourself a "musician" but every unemployed person or lazy person I know that plays an instrument at any level claims they're a muso anyway.
