    Looking for some feedback and opinions on the following:

    A friend of mine is on a FAS Work Placement Program in a State agency. The parent agency has an internal only, open competition for a 2 year contract at a rank that would be higher than what he currently is.

    He has approached the HR manager for the agency, and they have told him that if he is in the agency, he is allowed to go for the position. There are less than 10 people, including him, who are at a rank below the proposed job, so these people would be the only ones going for it.

    However, there is a bump in the road. The union members in the place have made comments about whether a FAS WPP person should be allowed to go for the job. Also the head of the union in the agency has stated in a Union meeting that the Union would consider strike action should a WPP person get the job.

    I've told my friend that he should still go for the job. If he gets the job, well and good, and if he doesn't get the job, it is good application and interview practice. However, as he points out, if he gets the job, it will be him on the receiving end of the Union's ire, and not me.

    What would you suggest that I advise him to do?

    You have given him your opinion, and he has expressed doubt about it. Why would he want the results of a bunch of internet opinions that can be given by just clicking a button?

    A variety of reasons, main one being there is a chance somebody was in a similar situation and could give first hand experience of being the union's bad books in a state agency.

    A lot of people just join Unions to avoid agro with co-workers.
    Can a WPP person join?

    if s/he is on the WPP s/he is not an "internal" employee , s/he is in no better qualified position to apply for an internal position than you or I.

    If its internal only (which due to embargoes on hiring external staff I would suspect is the case ) then s/he can't go for it.

    better for your friend to ask HR or her manager if its actually possible to apply before worrying about the onion.

    He is considered to be part of the agency, so he is allowed go for it.
    if s/he is on the WPP s/he is not an "internal" employee , s/he is in no better qualified position to apply for an internal position than you or I.


    I am in the agency, so I am allowed go for it.

    I stand corrected: I didn't know you were an internal employee.

    has he explicitly been told this by HR ?

    If he gets the job then let management worry about the unions - your friend has to worry about the bottom line - i.e. getting a paying job.

    Your friend should join the union in his current role.

    Then apply for the job.
