Its a friend's car. She was driving us home from the pub last night. Went out to start the car. It started no problem, dash lit up, radio turned on, cabin lights work as do her running lights and headlights.

However, electric windows, blower, and dims dont work. Any idea what would cause that?

I had a similar problem with mine not too long ago. In the passenger side there was a connection that had been knocked out of place. Just look up under the top of the footwell and you should see all the connections up there and you should see if that is the problem.. Sorry if this doesn't make sense I am just a bit sleep deprived and have confused myself a few times while writing this
