Advice on buying new laptop

Hi the last laptop i bought was three years ago so i'm a bit out of the loop in terms of specs.

I'll try to keep it simple.
    1. My budget is under 1000, preferably around the 700 mark.
    2. I want a 14-15" screen, definitely no bigger. Light-ish.
    3. I'm not a gamer and generally don't use graphic-intensive apps, so i'm not looking for a top of the line processor.
    4. Having said that i don't want to skimp on a budget procesor- i'd like something that can handle multitasking with ease. Would that be the intel dual core i3 processors? I'd like something that isn't completely obsolete in a year.
    5. Decent upgradeable RAM.
    6. Bluetooth- i'm sick of using dongles.
    7. Preferably a webcam.
    8. Would like to stick with Windows but stay away from Vista. So Windows 7 i guess. Or are most Vista machines upgradeable to 7 anyway.
    9. HDD- not asking for much, 250mb maybe. I use an External drive anyway.
    10. Warranty? Is an extended warranty worth it?

Edit: actually a digital TV tuner would be nice (are there different formats i should be aware of here).

    I'm a bit clueless since i haven't bought in 3 years.
Basically i need advice on important stuff like processors.
Also, where to buy: Are Harvey Normans, PC World etc worth it.
Or any recommendations online? (Haven't done this before- is delivery free for example, how much hassle involved etc).

    Your help is much appreciated.
