This phenomenon was captured today (see pic).
    Site: http://www.mtv3.fi/saa/sadetutka.shtml
    Second site(Also captured it): http://weather.fi/Finland/Helsinki?map=radext&zoom=sfi

Hour before this, the famous UBV-76 had some activity - On August 20, 2010 at 12:11 AM CMT, a garbled Russian voice was detected by amateur listeners. It made a short message with little interference and then repeated itself with noticeably more static. This following recent activity on the station that included more static than usual and several instances of objects being moved/dropped. All of this was detected by amateur listeners and is unconfirmed at the moment.

The "Power cut in Russian city"

BBC Source tells it happened at 14:40, first image of the phenomenon was captured at 14:00, around 15 it was most active, then after that it was weaker and dissapeared.

Very interesting post.. do you have a theory about it yourself?

A bit of Googling throws up something called "polar mesosphere summer echoes", and there's a HAARP station near the epicenter of the interference.. just sayin' =p

Ok so.. whats the deal ? HAARP ?

I'm thinking that maybe Russia pulled some HAARP-style tests on the Finns (Orders given by UVB-76), which caused the blackout on St.Petersburg.
    Or something.

Nice post and information gathering OP. This one is up there with the Norway spiral. My first impression when I seen the radar image was a giant UFO:confused:

    your definitely onto something here

Air traffic control glitch delays European flights

Eurocontrol said "equipment problems" affected its air navigation services for flights in airspace above 7,500m (24,600 ft).
About 700 flights have been affected, said Europe's air traffic control system.
Flights over western Europe had to be cut by a quarter during the failure, which lasted from 1315 to 1330 GMT, a Swedish official told Associated Press news agency

They were just testing how to make really big circular clouds. That UVB thing is actually a weather station. A tree fell to cause the power cut.

    Hope his clears this up.

There's surprisingly little talk about this on other sites.

    Apparently UVB-76 has stopped broadcasting.
Multiple reports of several differnt streams being online yet nt broadcasting anything - other reports of it rurning, only much quieter.
    I'm not hearing anything though.

(this isn't the first time it's happened though)

The guys in the weather forum say that the circular area of interference is something called 'Anomalous propagation'

I reposted your OP there.. hope you don't mind =)

Here is another example of Anomalous propagation..

Have not read it all yet, but HAARP is mentioned at the start
