Is it possible to not get a job if you don't live local?

I've recently applied for this job, on thier website it says it is looking for new recruits all the time and then says "If you live local", so I was wondering what they mean by 'local', do they mean for example, if the job is on the Southside, only Southsiders can apply, or do they just mean local as in the job is in Dublin and only people living in or near Dublin can apply?

That sounds distinctly dodgy to me! If you got an interview and they say 'do you live local?' you say 'I will if I get the job'. I don't think where you live can be a criteria for deciding whether you are employable.
