is there anybody in cork city or county that either supplies dread wax or
dreadlock kits (wax, comb, soap ) that kinda stuff

or even better a hairdresser that will do dreads properly

I'd get it done properly. My mom was a hairdresser - I never had dreads myself, but watched her do it many times. It takes hours. Not something I'd be wanting to try on my own, anyway.

Go to an African hairdresser if possible (definitely do this if you're black, as I'd be well skeptical of a white hairdresser doing well on black hair if it's not their specialty), if not just go up to the next person you see with nice-looking, well-maintained dreads (and a generally clean appearance) and ask them where the best place to go is.
