    Does the low handicap player tee off first to start the match? Is there a rule regarding this?

    I don't think that there is a rule regarding "the honour" at the first hole but it's an established tradition that the lower handicapped player tees off first? After the first hole you 'must' play in the correct order but I think the starting order should/could be decided by lot?

    Lowest always plays first on the 1st hole. Just the way it is.

    In my club it's the person drawn first in the draw who has the honour on the first tee.

    Rule 10.1

    a. When Starting Play of Hole
    The side that has the honour at the first teeing ground is determined by the order of the draw. In the absence of a draw, the honour should be decided by lot.

    yeah that's the rule alright as far as I know anyway - more often than not myself and guy I am playing have a quick debate on the tee about who was on top of the draw, then we debate which of us should run back to locker-room to check and then we toss a coin for the honour!
